I was actually watching Fox News when the chyron about the dictator came up. The difference was from what is in this meme is the fact that alongside Trump on the right side of the screen with the audio, they were showing Biden on the left in a split screen with no audio. So it was not hard to understand who they were talking about. I thought it was rather strange at the time that they would put that on there and then I found out that it was a producer (who is now an ex-producer) having a little fun.
