In my humble opinion, the goal of the task force is to release exactly the kinds of reports (with exactly the right skewing of statistics) to agitate communities and eventually serve as justification for any number of federally-funded "police" actions.

I wish I had more time to build the case. I'll work on it more this weekend. I'm still defensive about how volatile Baltimore has been made to look in the press and believe that it has much more to do with out of town agitators than anything else.
