Rating the Presidents

As I rate the Presidents from 1901 forward based on their fiscal and political beliefs I come up with the following breakdown:
Conservative- 3
Moderate-4
Progressive-12
Regardless of party affiliation it is clear that Progressives have owned the White House for a long time. I am wondering if a fiscal conservative can even get elected and of the current candidates who would make significant changes to the current financial direction of the country?
