While we're very happy to have you in the Gulch and appreciate your wanting to fully engage, some things in the Gulch (e.g. voting, links in comments) are a privilege, not a right. To get you up to speed as quickly as possible, we've provided two options for earning these privileges.
There are already general laws that address these things. By making the laws ever more specific, it just allows the lawyers to find loopholes to wiggle through.
We don't need laws about texting while driving - we already have laws about reckless driving. Enforce it in the instance of texting. Creating a specific law about texting will allow someone using their phone to find a restaurant to skate - not technically texting but the same distraction took place.
