By county you would almost think California would be more conservative. But our voting population is not.

if you look at the way the districts are separated, you will see geographically, Colorado is conservative. However, the highest concentrations of population are Denver Central and sprawl and represent the most districts. they are democrat. One city sprawl holding the rest of the state hostage

No. Just stating the way I think things could develop, since the Sheriff is often an elected position where the Chief of Police is often appointed. County Sheriff says they will not enforce, because they know it could impact their re-election. Chief of Police might be forced to comply to the wishes of the Mayor.
