What is a "U.S. person" and why didn't he use the word resident or citizen?

The government may not have "listened" to the calls, but it's possible they have them all in storage, deep in a mountain vault. and available to listen to at any time.

    I wonder how much information they are storing for US Persons like me. I have an Argentine IP but I use google and yahoo...

    "U.S. Person" is legal terminology to include, US Citizens, legal aliens who are permanent residents or moving toward permanent residency, corporations.
    However, the definition of "US person" changes depending on agency. For example, the SEC and IRS broaden that definition to include trusts, estates, holdings. this is an interesting article regarding ongoing regulation changes:
