I've heard they sometimes take foreign engineering projects. Internet is only available if you have a need for it as a gov't worker, but many people who have gov't-approved Internet access share it, and people sell their services. The gov't mostly looks the other way unless you get unlucky or do something they think is trying to release their stranglehold.

If they're freed from communism, amazing productive capacity will be unleashed.
