Normally- I do not get excited with my local city council doing garbage collection.
I see in the weekend newspaper that they have a job, paying $60,000 to 64,000pa, to facilitate corporate and community actions to reduce regional greenhouse gas emissions, blah blah.
It is the old problem, it starts specific and reasonable perhaps, but how to stop it growing to the absurd?

When I was a kid, I wanted to be a garbage man; it looked cool riding on the back of a truck. At eighteen years of age the opportunity arose and I did it for a day. It rained all day and everything was heavy. Since I quit in one day they shorted my pay. When I brought this up I was told “leave it alone”. The mafia turns to violence as a second resort, the first being “leave it alone.” Your idea is probably pretty good, but it could get complicated. I will say the mafia run a tight operation, but as the Italians say “not for nothin’” which I interpret as for something; it could get expensive and it’s not a deal you can refuse 
