Why are there two thirteenth amendments to the constitution?

While we're very happy to have you in the Gulch and appreciate your wanting to fully engage, some things in the Gulch (e.g. voting, links in comments) are a privilege, not a right. To get you up to speed as quickly as possible, we've provided two options for earning these privileges.
However, I do believe in "the Constitution in exile", mainly meaning that certain key Supreme Court rulings made during the "progressive" era (those in the book The Dirty Dozen, for starters) are illegitimate and have poisoned the well of precedent for about the last 130 years.
To correct those we need constitutional change. I would fix the size of the Supreme Court (so no president can ever pack it) and give it the power to remove a president who disobeys its orders (so no more Andrew Jacksons).
