The thing about impeachment is that it is not a criminal prosecution, it is a political prosecution. It not truly that the President or other official has broken the law but that enough Representatives want them out and have the political capital to make it happen. The sole saving grace is that the senate mus convict the president of the charges levided by the house. This is something that has never been don.
If memory serves me correctly only 1 or sitting federal judge has been impeached. in modern times. Not sure about the early 1800's.
Succesful conviction is difficult requiring 2/3 vote of the senate.. A very high bar as it shold be.
