"Federal law requires travelers to declare if they are carrying more than $10,000. The woman hasn't been charged, but the government in the forfeiture complaint said it wants to keep the money."

    Drug money. BS, Just another excuse to loot. (Not that I disagree with your statement on the legality, just that I wholeheatedly disagree with the law itself.)

    Understandable to stop her and question her - completely unreasonable to just keep the money when she has not been charged for anything. The fees on wiring that much money overseas (could be $1,000 or more) really are a pain so she was probably just trying to avoid that.

    I have a question though, if she had hidden a few gold bars in her girdle (uncomfortable as that sounds) would she still have to declare it? Would she still be breaking the law?

    Yep. The law is supposed to catch drug money. You would be surprised where people try to hide that money. Or not.
